I'm working on my second base class, the Monsoon, right now, and would deeply appreciate some input from you guys on it, be it commentary on the class itself, ideas for class features at the dead levels, etc. Stuff I'm looking for is at the bottom of the first post. www.giantitp.com/forums/showthread.php?p=10014568

I tend to be hyper conservative about things I think. That said, I feel like what you made is almost balanced, although the fragments of power should definitely be categorized and tiered, which would require more. Had you considered a self healing fragment of power, like the monk's wholeness of body? I think this would go well in a tree of abilities focused around defense, like something that emulates the Dwarven Defender's defensive stance, or something that works like protection from whatever.
I think maybe if you were looking for categories to lump the powers into you could have a group of damage dealing attack powers, a group of recovery powers and a group of defense oriented powers. I think that the big damage dealing burst power you listed has a fairly high save DC (the same as a 10th level spell would be) and maybe it should be usable a number of times equal to the charisma modifier, but have a DC of 15 + charisma modifier, or 10+ 1/2 level + cha modifier (which winds as the same thing as what you have in the long run).
Those are my thoughts, I hope they help or at least don't hurt.
